INTERNATIONAL HERITAGE CONSULTANCIES
McDougall & Vines regularly travel
world wide, participating in conferences, presenting papers, leading
workshops and seminars and also visiting areas undergoing economic and
physical rejuvenation. International experience and projects
include:

Consultant to UNESCO on Preparation of
Policy Documents and Action Plans for World Heritage Sites in Asia -
Elizabeth Vines was an invited international expert by UNESCO as
part of 4 year program (1997-2001) for the preparation of action
plans for 10 world heritage sites in the Asia Pacific Region.
During the period 1997-2001 UNESCO, in partnership with the
Norwegian Government Funding Agency, implemented a four year project
on 'Cultural Heritage Management and Tourism: Models for Cooperation
Among Stakeholders'. This project focussed on eleven historic towns
listed on the UNESCO World Heritage List (or on the State Parties'
Tentative List of World Heritage Properties) including Bhaktapur
(Nepal), Ha Hoe (Republic of Korea), Hoi An, (Vietnam), Kandy (Sri
Lanka), Levuka (Fiji Islands), Lijiang (PRChina), Luang Prabang (Lao
P.D.R.) Melaka and Penang, (Malaysia), and Vigan (Philippines).
From this comprehensive study four basic models were developed and
McDougall & Vines are now preparing a workbook utilising the
following models, designed to allow local communities to use the
folder as a working document:
• Model 1 - model for fiscal management.
• Model 2 - investment by the tourism industry in the sustainability
of the cultural heritage resource.
• Model 3 - community education and skills training leading to the
employment in heritage conservation and cultural tourism sector.
• Model 4 - model for consensus building (conflict resolution) among
the various stakeholders.
International experience and projects include:
UNESCO monitoring missions in April and November 2000 for the Melaka
State Government and the preparation of written mission reports for
UNESCO on the progress of World Heritage Bid by the Melaka State
Government. Workshops and public consultation program as part of
visits.
World Bank Report on Chinese Heritage Areas - Preparation of Upgrade
principles for the rehabilitation of heritage areas in the Chinese
Cities of Chong Qing and Cheng Yung for the World Bank (2001).

Facilitator for training sessions in
Penang, Malaysia - In April 2000, at the invitation of the Penang
State Government, designed and facilitated a training seminar in
heritage conservation for high level Government officials and
practitioners. Seminar focused on city improvement strategies and
heritage precincts at the time when the rent control act was
repealed a critical turning point in the management of heritage in
Penang.
Provision of specialist technical conservation advice - Part of
UNESCO delegation to Ladakh Valley (India) and preparation of report
for UNESCO on the Maitreya Temples - providing practical
conservation advice in response to deterioration of Buddhist temples
due to climate change and increased rainfall.(2001)
Heritage conservation projects in Hong Kong - Conservation and
adaptation of the Ohel Leah Synagogue, Hong Kong - this project has
been awarded a UNESCO Asia Pacific Heritage Award as an outstanding
conservation project award (2000) and a Hong Kong Institute of
Architects Award for excellent Conservation Project (2000).

Specialist Heritage Architect as part of larger design team for Hong
Kong waterfront project - Conservation Architect advising government
and project architects in Hong Kong on the Star Ferry Redevelopment
Project Advocate for a sense of place design solution in the
redevelopment of the harbour foreshore project as part of the
reclamation of the Hong Kong waterfront.
Champion for heritage conservation with passionate commitment to
heritage issues - recognised Australian and international advocates
for heritage conservation. Experienced public speaker and
facilitator who regularly speaks on heritage issues at national and
international Symposiums.
